Hon FRANCIS MUNYUA WAITITU PARLIAMENTARY APPEARANCES SINCE 2013 UPTO DATE

ALL PARLIAMENTARY APPEARANCES

1 Feb 2017 in National Assembly: Thank you, Hon. Deputy Speaker. I stand to support the Petition by the taxi operators especially in big towns in our country like Kisumu, Nakuru, Mombasa and Nairobi. Kenyans who operate taxis have been experiencing a rough time. A good case is in Nairobi where most of the taxi operators took loans to buy taxis, but the competition is not fair as the Petition says. Owners of personal cars are now interfering with the operations of taxis. They do this by operating as taxi in the evenings. The security of this country has sometimes been affected by such people. In ...
31 Jan 2017 in National Assembly: Hon. Deputy Speaker, my point of order is based on the debate on the Floor of the House. We know very well that this is Petition which has come to the National Assembly. We have also tried to take it to the right place. When the country is in a crisis like this, we all know that there is a Committee in the Senate for health. When the country is in a crisis, there is a joint committee. Is it in order for Hon. Chris Wamalwa to mention the name of the President who does not sit here to make ...
25 Jan 2017 in National Assembly: On a point of order, Hon. Temporary Deputy Speaker.
25 Jan 2017 in National Assembly: On a point of order, Hon. Temporary Deputy Speaker.
25 Jan 2017 in National Assembly: Hon. Temporary Deputy Speaker is the Hon. Member in order to say that he knows very well that they have their right even in schools? You can never say you cannot control some things. This is a law that we are making and when he says some things are unavoidable, I know what it means. Most of us have been victims and therefore we should make a law for everybody. view
29 Nov 2016 in National Assembly: No.
19 Oct 2016 in National Assembly: Thank you, Hon. Deputy Speaker. I rise to support the adoption of this Report. Having listened to the contributions by Hon. Members, it is high time we agreed to support the candidates. I wish you could read the mood of the House and call upon the Mover to reply.
19 Oct 2016 in National Assembly: Thank you, Hon. Deputy Speaker. I had requested the Mover to be called upon to reply because we were all in agreement. view
19 Oct 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. While I agree with Hon. Nooru on food security, we have gone round as the Departmental Committee on Agriculture, Livestock and Cooperatives. We have gone to Kitale, Coast and elsewhere in this country. Recently, we went to Eldoret and we were assured that there is enough maize in this country. When I hear people blaming the national Government while we know very well that agriculture is devolved, I have seen 47 Governors in this country also talking about the national Government. Some are even saying it here. Some Members are referring to the President ...
19 Oct 2016 in National Assembly: I went round with my Chairman of the Departmental Committee on Agriculture, Livestock and Cooperatives making inquiries about maize in this country. We went to Galana- Kulalu and found that the project has maize. That maize should feed people who are suffering from hunger. It is not the work of the President. It is the work of the Member of the National Assembly because this is a purely presidential system of Government. It is not like in the previous Parliaments.
6 Oct 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I wish to support the amendments. If you look at our courts today, many witnesses do not come to court because of various reasons. They are under threat, especially on land issues, which has been a big problem in our country. If you look at cases in Kiambu County, there are land criminals who try to take land from our people. I like going to the courts and sometimes when I visit the courts, I find witnesses around the court yard, but they cannot go into the court because they fear for their lives. ...
6 Oct 2016 in National Assembly: In other cases, witnesses are compromised because their lives are threatened. We have seen many witnesses being killed in this country. Sometimes they are told: if you do not go to court, we will give you money. They take the money because they do not want to die. So, with the enactment of this Bill, this country will change. I support, Hon. Temporary Deputy Speaker.
5 Oct 2016 in National Assembly: Thank you, Hon. Speaker for giving me this chance to support the Petition. Land-grabbing has become the trend in this country. Hearing that Petition, I compare it to land-grabbing happening in Central Province. In Juja Constituency, several cases have been forwarded to the new Deputy County Commissioner (DCC) in Juja. Some leases were granted in Nairobi and people are taking advantage of these leases to grab land. The population of our country is increasing and if we do not safeguard our public utilities, we will be in trouble in the near future. I support the Petition and urge the Government ...
5 Oct 2016 in National Assembly: Thank you, Hon. Speaker. I want to join my colleagues in supporting this Bill. I come from Juja Constituency, Kiambu County and the people are thankful because of the Kenyatta Mausoleum Bill. We have a generation that has just been reading about our founding father. Other than reading in books, we should give them an opportunity to look at some of his artefacts, so that they can understand the life of Jomo Kenyatta. We have been debating issues of tea and other crops in this House. I want to say that Jomo Kenyatta was also so much involved in those ...
5 Oct 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I also want to thank Hon. Odanga for bringing this Motion at the right time. Being a senior parent, I have seen various institutions where despite having teachers and counsellors, they still need chaplains.
5 Oct 2016 in National Assembly: Take for example, the Jomo Kenyatta University of Agriculture and Technology (JKUAT), which is a few meters from my house. We have Father Lawrence Njoroge as the Chaplain there. You find that while other universities strike regularly, JKUAT has had very few strikes. Why is this so? That is because, normally, the Father sits and talks to them; not like a lecturer but as a parent. He teaches them the values of Christianity and Islam. Look at Mang’u High School, which is also next to my home. You have never heard them go on strike, just because we also have ...
5 Oct 2016 in National Assembly: As I was going round schools issuing bursary cheques, I noticed that we have problems in our learning institutions. We need to have chaplains in those institutions to help teachers. When I was issuing the cheques, I also had a chance to speak to parents. I asked them who has more time with the children between the teachers and them. The parents agreed with me that in any given year, the children spend more time with the teachers than they do with them. In 12 months, they only have the students at home for three months. It saddens me when ...
5 Oct 2016 in National Assembly: This is the right time to bring Islam and Christianity to the students because they are being targeted by drug barons and other criminals. We need to pass this Motion and take it very seriously because we have seen schools being burned. This is because children, at times, are not brought up in a Christian way. I want to thank the Chair of the Departmental Committee on Education, Research and Technology because what she has said is true. Previously, we used to study Christian Religious Education (CRE). That is what taught us to respect not only our fathers and mothers, ...
5 Oct 2016 in National Assembly: Today, students do not respect their teachers not because they want to do so, but because they have not been brought up in the way we were brought up during our time. I pity the teachers.
5 Oct 2016 in National Assembly: because when they try to talk to the students and show them the value of education and how they should behave, some parents go and attack those teachers instead of asking why that is happening.
5 Oct 2016 in National Assembly: If we can have chaplains in schools, they can help the teachers and parents to come together. I tell the people of Juja that we have three pillars of education. We have the parents, students and teachers. If we add the chaplains, we will have four pillars. This will make a big difference in this country with regard to the trouble we are now having of students burning schools. To avoid this happening, we should have Christian and Muslim chaplains in the learning institutions.
5 Oct 2016 in National Assembly: I thank you so much, Hon. Temporary Deputy Speaker.
3 Aug 2016 in National Assembly: Thank you, Hon. Speaker. I also support this Petition about the borrowing from the national Government and the county governments. We have seen of late that when the borrowing comes from the national Government, at least, there is a way of paying. But in the county governments, I have seen many of them now borrowing even from overseas. The concern is: After the governor who is now in place leaves office, I do not know whether they have ways of repaying those loans. I know about four or five counties that have borrowed money even from outside this country. It ...
20 Jul 2016 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I wish to add my voice to this Petition because it has affected me in Juja Constituency. Once we give bursaries in The electronic version of the Official Hansard Report is for information purposesonly.
20 Jul 2016 in National Assembly: schools, sometimes we even write letters to head teachers telling them that we are going to give the needy students bursaries but you find them still sending students home. In the areas I represent, some parents are working in coffee farms, some in tea plantations while some are jobless. So, head teachers sit down with parents and agree on funds that the students are supposed to pay but then parents are unable to raise the fees. I live in Juja and when I go around seeing students with uniform going home because the head teachers are not listening to the ...
29 Jun 2016 in National Assembly: Thank you, Hon. Speaker, for giving me a chance to contribute; more so, coming from Kiambu County. About three weeks ago, I called the I-GP to report to him the death of some people in Juja Constituency. I have a record of six people who were shot dead. I called him at night to inform him that security in Juja Constituency is wanting. I come from Kiambu County and I am supporting Hon. Ichung’wah. In Kiambu County, we have lost three former Members of Parliament. Up to date, the Kiambu people have not been told how they met their deaths. ...
29 Jun 2016 in National Assembly: Hon. Kimani Ichung’wah is somebody that Kiambu County is looking up to. Definitely, he is a young man who is vocal and fearless. The late George Muchai spoke in this House, although not on record, while we were having tea and lunch and said that his life was in danger. Now, we have heard Hon. Ichung’wah saying the same. Hon. Speaker, I would kindly ask you to speak to the IG about this. In Kiambu County, there is insecurity because we are near the capital city and the population is very high. I do not have an OCPD in Juja ...
29 Jun 2016 in National Assembly: As I conclude, Hon. Speaker, I would ask you kindly to add some security personnel to Hon. Kimani Ichung’wah.
29 Jun 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I second this very noble Motion on the appointment of these Kenyans. We looked at these names and had a bit of argument, but came to a conclusion.
29 Jun 2016 in National Assembly: If you look at the names, these are Kenyans and for the first time in the National Assembly, we have seen Members from both sides agreeing on the nominees. This is very good. Madam Carolyn Wangui Musyoka shows the picture of this country. A Kikuyu married to a Kamba.
29 Jun 2016 in National Assembly: That is why I support and say that Kenya is heading somewhere. When you look at the other Kenyans who were vetted, today there is no noise about regional balance and tribalism because the Committee looked at these people as Kenyans and not as their tribes. This is very important. We have seen that they are educated.
29 Jun 2016 in National Assembly: I second and say that may they get the jobs and may God bless them.
14 Jun 2016 in National Assembly: Thank you, Hon. Speaker. I rise to support this Petition by Mr. Njururi, bearing in mind that I also brought a similar petition to the House, having realized that our people are dying on the roads. He is in order when he talks about 3,000 lives that have been lost. We need to take care of our people by creating awareness. I also agree with him when he talks about creating a national road safety insurance fund. Just three days ago, on Thika Superhighway, between Ruiru and Juja, we lost 11 people. Three of the victims were on motorbikes while ...
9 Jun 2016 in National Assembly: Thank you, Hon. Speaker, for giving me this chance to say something about the late Hon. Ngala Mwendwa. I have known him for a long time. Back in Githurai where he had land, he was a big farmer. Today, the people he settled at Githurai, Mwiki and Mwanamukia are in hundreds. I remember when he was in Central Province, he was talking much about farming. I remember when I was a young man, we used to go to Githurai and see his ranch. He was even visiting schools and many schools used to visit that farm. I saw his leadership ...
5 May 2016 in National Assembly: Thank you, Hon. Temporary Chairlady. I also support the amendment by the Chair.
4 May 2016 in National Assembly: Thank you, Hon. Deputy Speaker. I request that you call upon the Mover to reply because we had debated this matter before.
27 Apr 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. My intervention was when---
27 Apr 2016 in National Assembly: Yes. Thank you, Hon. Temporary Deputy Speaker.
27 Apr 2016 in National Assembly: Reading the mood of the House, we all want to contribute to this Bill. Could we reduce the time to allow Members to contribute? That is because most of it is repetition?
30 Mar 2016 in National Assembly: Thank you, Hon. Speaker. This is a public Petition by the residents of Juja Constituency for the construction of footbridges along the Thika Superhighway. I, the undersigned, on behalf of residents of Juja Constituency, draw the attention of the House to the following:-
30 Mar 2016 in National Assembly: THAT, the residents of Juja Constituency
highly appreciate the numerous economic, environmental and infrastructural benefits brought about by the construction of the Thika Superhighway including creation of jobs, facilitation of transportation access and increasing demand for goods and services among other multiplier effects of the road. view
30 Mar 2016 in National Assembly: THAT, despite these numerous benefits, a number of innocents Kenyans have either been killed or left disabled along this road, robbing many households of their bread winners and leaving untold suffering on the maimed and their families.
30 Mar 2016 in National Assembly: THAT, there were 10 fatal accidents within a two-kilometre stretch between the weighbridge next to Ruiru Golf Club and Ndarugu River in 2015 alone, including on 5th May 2015 at Ndarugo Area, 18th May 2015 at Kwa Maua Area opposite Juja City Mall, on 9th June 2015 near the TNA Office in Juja, on 18th July 2015 at Nyacaba Murram Road and on 30th September 2015 near Juja Thriller among others, all of which either led to avoidable deaths or serious injuries.
30 Mar 2016 in National Assembly: THAT, as per the records, majority of the victims are students from Kenyatta University, Ruiru Campus, the Nairobi Institute of Business Studies (NIBS), Jomo Kenyatta University of Agriculture and Technology (JKUAT), Mang’u High School among other numerous primary and secondary schools, all being institutions with over 60,000 students and pupils combined.
30 Mar 2016 in National Assembly: THAT, sustained efforts to solve the issue and attain a workable solution to this concern have not been successful, and view
30 Mar 2016 in National Assembly: THAT, the matter in respect of which this Petition is made is not pending before any court of law or constitutional body. Therefore, your humble Petitioners pray that the National Assembly through the Departmental Committee on Transport, Public Works and Housing:-
30 Mar 2016 in National Assembly: (i) Investigates the matter, allocates funds through the annual estimates and compels the Ministry of Transport and Infrastructure to construct more footbridges at the major black spots, namely:- (a) Gwa Kairu crossing near Kenyatta University, Ruiru Campus; (b) The Toll Station immediately after the weighbridge near Theta Club. (c) The Juja High Point/ Ndarugu cross point; and (d) The Bob Harries Road/ Nyacaba Road crossing. (ii) Compels the Ministry to device similar strategies of curbing road carnage in other parts of the country as well; and, (iii)Makes any other order and/ or direction that it deems fit in the circumstances ...
9 Mar 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me this chance to eulogise the passing on of Hon. George Mwicigi. This is a man I knew for a long time. Being from Juja Constituency, I can be a witness and say that he was one of the directors of the East African Bag and Cottage industry, where Kenya produced a lot of bags. This is the man who created the EA Bag and Cottage firm. In those days, Juja Constituency was known because of those bags. This is a constituency where there is no tribalism and all members of the ...
9 Feb 2016 in National Assembly: Thank you, Hon Speaker. I take this opportunity to wish all Hon. Members of the 11th Parliament a Happy New Year. I support the Petition because there is a big problem in this country. We know there is the Ethics and Anti-Corruption Commission (EACC) in this country. However, we have undergone a lot of problems in our country especially on the youth and drugs. I was going round Juja Constituency where there are two public universities; the Jomo Kenyatta University of Agriculture and Technology (JKUAT) and Kenyatta University (KU), Ruiru Campus and Nairobi Institute of Business Studies (NIBS) College which ...
9 Feb 2016 in National Assembly: alcohol, especially leaders from Central Province, we went out fully as Members of Parliament. As we are speaking here today, alcohol is back. I am happy that as an MP, I stopped drinking nine months ago and I am feeling a big change.
9 Feb 2016 in National Assembly: Yes, I mean illicit brew. It has been a trend in this country where people steal money and go to hide it in different countries. That is what we call money laundering. It has been happening and it is true. Despite having the EACC, corruption levels are very high. You know what happened a few months ago when we changed the system. But corruption levels are still high. How can a corrupt person who has been working in the Government be elected as a governor today? Look at what has been happening in Mombasa, where the Government has been destroying ...
17 Dec 2015 in National Assembly: Thank you, Hon. Speaker for giving me this chance. I also support the appointment of Lilian and once again thank the President of the Republic of Kenya and his Jubilee Government. I saw how Lilian presented herself during the vetting process and I sincerely thank the President because this time round we are having a lot of hope on the Kenyans who have been vetting because we know they will do a good job. The President this time round has not only concentrated on gender balance but has tried to give women who are married outside other communities jobs. This ...
17 Dec 2015 in National Assembly: I thank the President because if we go this way, tribalism will end in this country. With that, I thank the President and ask my friend Hon. Jakoyo Midiwo--- I think most Members of Parliament here are people who have married women from the Kikuyu community and other communities. This is how we will end tribalism in our country. Thank you for giving me the chance.
2 Dec 2015 in National Assembly: Hon. Speaker, I just want to add a few words to this matter since I am a member of that Committee. We have benefitted also from Members who were also present in the Ninth Parliament, for example, Hon. Jakoyo Midiwo. The Deputy Leader of Majority Party is also a member of that Committee. Indeed, we have been having challenges. The Vice-Chairman mentioned something about difficulties arising from the Parliament Service Commission (PSC)
2 Dec 2015 in National Assembly: it has to do with the casual workers in Parliament. We are soon going on recess, but most of our employees are casual employees. When we come back from recess we will have challenges as Members attend the health club and the cafeteria to enjoy their food. Even Hon. Jakoyo Midiwo intimated that there is a danger of maintaining casual workers. We are, therefore, asking the PSC to allow us employ them permanently because we have the funds. I thank you, Hon. Speaker.
1 Dec 2015 in National Assembly: Thank you, Hon. Speaker for giving me this chance to support this Motion. As my colleague, Hon. Wamunyinyi has said, we had a problem in Kiambu County where the Governor said that county offices should go to Thika. We tried to intervene as lawmakers from Kiambu County, but we could not relocate the headquarters to Kiambu. Unless we amend this law, the governors will abuse their powers. I thank the Committee for taking the initiative to discuss this. Some governors change their offices and there is no central place where people can go and see them. It is a very ...
29 Oct 2015 in National Assembly: Thank you, Hon. Speaker. I just want to highlight what you have just said about roads, especially the Thika Superhighway. The country heard you when you talked about what has been happening about the bumps. It is also good for the Committee to understand that we have lost hundreds of lives on Thika Superhighway. In the morning, there is heavy traffic jam on that road. Now that the country has heard you, the Committee should move very fast and check on that. Thank you for allowing me some time.
28 Oct 2015 in National Assembly: Thank you, Hon. Deputy Speaker, for giving me this chance to support a Motion that has been brought by my friend, Hon. Munyaka. It is true that the issue of firearms has been a problem in this country, especially for the people who are licenced. Due to the conflicts that have been happening around our country and, more so, in Somalia, many guns have been brought to the capital City of Nairobi. Guns are sneaked in through the borders of our country. Records show that it is mostly in Eastleigh where there are many illegal guns. Even the Government carried ...
14 Oct 2015 in National Assembly: Thank you, Hon. Temporary Deputy Chairman, for giving me this chance to contribute to the deletion of Clause 27. From what the Leader of the Majority Party has just answered, and from what my friend, Hon. Keynan has said, this is very important. According to our Constitution and the Standing Orders, he is now deleting the clause to remove all the confusion that would have been there. After the deletion of that clause, it is now flowing. view 13 Oct 2015 in National Assembly: Thank you, Hon. Speaker for giving me this chance to contribute on squatters. I support squatters in Meru County. The issue of squatters has been very difficult in this country. Personally, I speak as one of them having been brought up in the Village Market with a group of people who later went to Githurai. If you look at the squatters of today, you will find that they were evicted from coffee farms. If you look at Kiambu County, you will see that it is cosmopolitan. We have different tribes who are squatters. We have the Luo, Luhya and others ...
13 Oct 2015 in National Assembly: I support, Hon. Speaker.
6 Aug 2015 in National Assembly: Thank you, Hon. Deputy Speaker. As I also support the petition from the Akorino students, it is not only about the headscarf, but also about turban.
6 Aug 2015 in National Assembly: people have suffered when it comes to getting identity cards. This has been happening since Independence and the sect members have suffered. In my constituency, which is cosmopolitan, I also have members of the Luhyia community who also put on headscarf. When these people try to get identity cards they are not allowed by the chiefs. It is time now we allowed freedom of worship. We should also allow members of these churches to put on scarfs. There was a case in my constituency...
6 Aug 2015 in National Assembly: There was a case in my constituency where eight girls were sent home because of putting on headscarf, since they are Akorino . It is now time for the national Government to support the wearing of turbans. I support.
2 Jul 2015 in National Assembly: Thank you, Hon. Temporary Deputy Chairlady. I also support and cite a case in Juja Constituency where there is water that belongs to the Constituencies Development Fund (CDF).
2 Jul 2015 in National Assembly: Yesterday, the residents had a meeting with the county government. It is trying to take over a well-managed water resource by residents of Murera Ward. So, I support what the Chair is doing because the conflict is too big between the county government and the national Government over water that belongs to the CDF. I support.
2 Jul 2015 in National Assembly: Hon. Temporary Deputy Chairlady, I support. Water is life. For example, Juja Constituency does not have any water Board. We depend on Ruiru and Thika districts. You can imagine institutions like the Jomo Kenyatta University of Agriculture and Technology (JKUAT), Kenyatta University (KU) and the Nairobi Institute of Business Studies which are in my constituency, and yet I do not sit anywhere to talk about the problems that are facing my constituency. I support this amendment. County governments are now telling us, as Members of Parliament, that they have taken over the provision of water. They do not involve us ...
2 Jul 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I really commend the Committee for doing a very good job. Water is life. I thank the Committee for sitting down and looking at various issues, especially in Juja Constituency. Between Ruiru and Thika, we have been having problems. When I look at it, you have covered everything. Madam Chairperson, I thank you. God bless you.
18 Jun 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for allowing me to be together with my brother, Hon. Chris Wamalwa. This has been a problem not only in their county, but in other counties as well. If you take the case of Juja Constituency, which is in Kiambu County, I have problems with chiefs and assistant chiefs. Ruiru District is between two districts - Thika District and Kiambu District. Thika Constituency has two assistant county commissioners while Juja does not have even an assistant county commissioner. The Chief and Assistant Chief in that area only gave plots, then they were promoted. We ...
3 Jun 2015 in National Assembly: Thank you. I support the Hon. Leader of the Majority Party. As the Hon. Member for Luanda said, it is true that even in Juja Constituency we have not paid our people for three months. I see why he is saying that because after that we will be able to get funds and utilise them in the right way. This is because 21 days is a long time. I support.
1 Apr 2015 in National Assembly: Thank you, hon. Speaker for allowing me to contribute to this Motion. I sat here in the morning and I was very happy to hear most of our Members agreeing and thanking the President for his Speech, I being one of them. He asked for forgiveness for past injustices and that is the way to go. During the four governments.

Speaker, I thank you for the ruling on the issue of the Committee on Agriculture, Livestock and Cooperatives, where I am a Member.     1 Apr 2015 in National Assembly: Thank you. Is my good friend in order to talk about Kiambu County while only last week, due to the heavy population of Jomo Kenyatta University, which is just 200 meters from my house and Kenyatta University which is also in my constituency--- We have been having a very hard time even registering them. Is he in order to mislead the House and some people are not even Kikuyus in that university?
19 Feb 2015 in National Assembly: Thank you, hon. Speaker, for giving this chance to also agree with hon. Mwaura. I had an opportunity to call him to my constituency where he came and saw what was happening in classrooms in all primary schools. We know there are special classes and when you visit children who are in special classes in primary schools you see that they learn in very difficult situations.
19 Feb 2015 in National Assembly: When I invited hon. Mwaura, who represents special interests in the House, we even thought of doing a Harambee in Juja Constituency. I spoke to so many people because we have so many children in my constituency, who are hidden in homes. They are not brought out. They are even locked in houses. This is the time when we should think about these special needs children, who are left by their mothers at home unattended.
19 Feb 2015 in National Assembly: I support the Petition and thank hon. Mwaura for coming to my constituency.
10 Feb 2015 in National Assembly: Asante sana, Mhe. Spika. The electronic version of the Official Hansard Report is for ...
10 Feb 2015 in National Assembly: Juzi nilimwona mhe.
11 Dec 2014 in National Assembly: On a point or order.
11 Dec 2014 in National Assembly: Thank you, hon. Speaker. I know that the House is ongoing but the new Chairman of ODM is harassing one of my good friends, hon. Wakhungu.     11 Dec 2014 in National Assembly: Thank you, hon. Speaker, for giving me this chance. I want to echo the words of my fellow colleagues. As we go on recess, this Eleventh Parliament has done a lot of work both in the committees and in the Sittings of this House. On security, this is an issue that is everywhere in this country. When we talk as a team about what we should do to see Kenyans living peacefully, it encourages Kenyans. Hon. Members who have Constituencies Development Fund (CDF) funds--- When I went to Kilifi, I was very impressed to see hon. Mung’aro opening a whole ...
18 Nov 2014 in National Assembly: Hon. Temporary Deputy Speaker, I thank you for giving me this chance.
18 Nov 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker, for giving me this chance. It is true that we have mothers, sisters and our own daughters at home. What has happened is very hurting. I watched the video with a group of men and women in my home area. I saw women shed tears yesterday night in Juja because of what happened to those sisters of ours. As we have heard from hon. Shebesh, this is very hurting. I am also trying to appreciate what hon. Jakoyo Midiwo said. We have a police station next to the place where that incident occurred. We ...
18 Nov 2014 in National Assembly: Thank you.
12 Nov 2014 in National Assembly: On a point of order, hon. Temporary Deputy Speaker. Is it in order for hon. Simba to tell you, hon. Temporary Deputy Speaker, that you are not listening when he knows that you are a very active speaker in this House? Is it in order?
27 Aug 2014 in National Assembly: On a Point of Order, hon. Deputy Speaker.
27 Aug 2014 in National Assembly: Thank you hon. Deputy Speaker. Is my good friend, hon. Simba Arati, in order to allege that the Jubilee Government gave identity cards, when he knows very well that the Minister who was in charge of issuing identity cards was not from Jubilee? Is he in order?
4 Jun 2014 in National Assembly: Thank you, hon. Speaker. I also rise to be together with my colleagues in the Eleventh Parliament for losing one of us. The late hon. Nyumu was my neighbour in Kiambu County. Gatundu South and Juja Constituency are neighbours. Hon. Speaker, we also thank you, the President, the Deputy President and all the Members of Parliament who attended the funeral. It was a good show of the Eleventh Parliament. After we lost hon. Ngugi, Members of Parliament started to raise funds immediately for his funeral. It is true that you raised a lot of money, which helped us in Kiambu ...
4 Jun 2014 in National Assembly: Thank you, hon. Deputy Speaker. I also sympathize with my colleagues and I would like to ask the Chairman of the Departmental Committee on Administration and National Security to clarify whether, due to insecurity in this country, senior police officers do not have the powers to transfer the police officer who was there. After listening to my colleagues, that was a very serious case. Some Members of Parliament were attacked. I have also heard similar problems and when you ask the Inspector-General (I-G), he says that some police officers do not have powers to transfer others until they go to ...
4 Jun 2014 in National Assembly: Thank you, hon. Deputy Speaker. I want the Chair to clarify whether he now understands that there is a devolved government. Are they going to give some responsibilities of training boda boda people to the county government, especially the governors, before the national government comes in? What are you doing to enable the governors train boda boda riders ?
29 Apr 2014 in National Assembly: seconded.
29 Apr 2014 in National Assembly: seconded.
23 Apr 2014 in National Assembly: Hon. Deputy Speaker, the issue of Marsabit has been a long standing conflict. The Chair has just said that they have taken the illegal firearms. Could he clarify what types of firearms were there and how many they have taken from the people? How did the illegal firearms get to the people? What is the Government doing to stop those illegal firearms from getting to Marsabit?
23 Apr 2014 in National Assembly: Hon. Deputy Speaker, the issue of Marsabit has been a long standing conflict. The Chair has just said that they have taken the illegal firearms. Could he clarify what types of firearms were there and how many they have taken from the people? How did the illegal firearms get to the people? What is the Government doing to stop those illegal firearms from getting to Marsabit?
3 Apr 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker, for allowing me to contribute to the Motion. I echo the words of hon. Kabando wa Kabando. This is the Eleventh Parliament. As such, we should all be talking in one voice and thinking in same way about our country. The Presidential Speech cut across the country. It is about insecurity, education, agriculture, land, water and many other things. The President brought the two Houses of Parliament together and gave a very lively Speech. We have Departmental Committees, each of which has over 29 Members. The Committees are supposed to be watchdogs to the ...
20 Mar 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker. Having also come from Kiambu County, I agree with hon. Njomo that, that road is really bad. However, if you look at the Thika Superhighway some of whose sections fall under Kiambu County, it is true that lights have been vandalized. If you drive from Muthaiga Police Station to Thika, you will find that all those cables have been vandalized. That is up to Kenyatta Road which is in my constituency. I would like to ask the Ministry officials to visit those areas because the scrap metal dealers have really moved in. The House ...
20 Mar 2014 in National Assembly: Hon. Temporary Deputy Speaker, I stand guided.
20 Mar 2014 in National Assembly: Hon. Temporary Deputy Chairman, with due respect, I am the chairman of the Catholic Church Parish at Jomo Kenyatta University of Agriculture and Technology. As Catholics, it is misleading for one to say that if a marriage is announced in the church three times, there is a letter that follows. It is the duty of the church elders to call the two persons, before even the matter goes to the priest, who makes the final decision. So, it is not in order for the Chairman of the Departmental Committee to say that there is a written document that comes to ...
5 Mar 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker.
5 Mar 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I also concur with hon. Millie Odhiambo-Mabona that this morning there was a heavy traffic jam in the City. I agree with her that it caused many of us to be late. However, the men in blue uniforms are trying to maintain law and order. There was a problem. The Governor of Nairobi said that he could control the traffic jam in Nairobi. He now knows what can happen in the City.
5 Mar 2014 in National Assembly: Hon. Temporary Deputy Speaker, coming back to the Bill, it is true that---
5 Mar 2014 in National Assembly: Hon. Temporary Deputy Speaker, thank you for being firm.
5 Mar 2014 in National Assembly: On the issue of flying the national flag, I remember that even during my primary school time, we used to respect the national flag. That is the trend that we should be following.
5 Mar 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker. We were on the national flag. As we all know, the national flag is a symbol that we should all respect. I remember when my colleagues were contributing here, they spoke about two governments, the county governments and the national Government. When they talked about the county governments, to my understanding, if I go to Kisumu with my friend, hon. Simba Arati, and there is a meeting being held by the citizens of Kisumu, he will introduce me as a national leader from the National Assembly. When the Governor of Kiambu goes to Kisumu, ...
25 Feb 2014 in National Assembly: Hon. Temporary Deputy Speaker, having listened to my colleagues and the contributions, I also support this Bill.
18 Feb 2014 in National Assembly:
18 Feb 2014 in National Assembly: Yes.
20 Nov 2013 in National Assembly: Thank you, hon. Temporary Deputy Speaker. Regarding the matter of consultations, it is true that the Chairman of the Committee on Administration and National Security handles issues of national security alone. I have heard that from my colleague here. That is why he is having difficulties in responding to Statement requests. He does not involve the entire Committee. So, is he in order not to allow Committee Members to own the Statements?
19 Nov 2013 in National Assembly: Hon. Deputy Speaker, the Chairperson and the Vice-Chairperson are with the Cabinet Secretary, as I speak. We were with him this morning because of the....
19 Nov 2013 in National Assembly: same maize issue. He assured us that he has started opening those outlets. He told us that they are considering maize selling at 3,000 per bag. He has assured us that within a few days, 1,000 bags will be bought. He said that they are doing something about it, including bringing the Agriculture Act, as stated by hon. Washiali. We should give him a week and he will act on that.
13 Nov 2013 in National Assembly: Hon. Deputy Speaker, mine was to ask whether my colleague hon. Bosire is in order to say that roads will be blocked when the President goes to The Hague and yet he knows that I am in the public domain as having said that I will not only block the roads, but also resign from this Parliament if an elected President goes to The Hague.
17 Oct 2013 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I also rise to support the Bill and also congratulate hon. Ichung’wah who did it very well. I was here when he took us through his amendments and I was very happy and impressed because he really took care of insurance and the community of Kenyans as a whole. I really support the Bill and I believe it will go a long way in assisting Kenyans. I also thank the Chairman of the Finance, Planning and Trade Committee. Thank you.
16 Oct 2013 in National Assembly: Thank you, hon. Speaker. My concern is also about offices. As you know, even the people who are employed at the constituencies are paid by hon. Members in order to sustain them. That is because money that comes quarterly is very hard to get. Here in Nairobi, most hon. Members are going through very hard times at the moment because they have also rented offices. I am lucky to come from Juja Constituency. My friend, Simba Arati who is a close friend now--- Most of them do not have offices around the Central Business District (CBD). Renting an office in ...
15 Oct 2013 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I also rise to support this Bill. In our country Kenya, since Independence, we have been having issues concerning this Bill. In this 11th Parliament, we have the CORD and the Jubilee Coalitions, but most of us are very good friends. When the media comes in between the two Coalitions, they raise many concerns about the differences between us.
15 Oct 2013 in National Assembly: this House does something small, it is broadcast to the whole world that something big has happened. They are our friends, but sometimes they raise good issues as when there is hunger or floods; but they should also understand, as my colleague, Member for Kikuyu, has said here, that during the clashes in this country, the media contributed greatly by giving wrong information about our country.
15 Oct 2013 in National Assembly: I support the Bill and also advise the media houses that they are Kenyans just like us. When they report, they should have Kenya at heart. They belong to the 42 tribes of this country just like it is the same with this House. They should show our children in school and other learning institutions that we value them as Kenyans. They should have a limit within which they can expose our country to foreigners by saying that this country is on fire. Kenya is not on fire. If they do not think about getting more money and think about ...
9 Oct 2013 in National Assembly: Thank you, hon. Deputy Speaker. On a point of order, hon. Deputy Speaker; there is a Member of Parliament who has crossed the Floor without bowing. He is behind there with sunglasses and I am wondering if he is in order.
9 Oct 2013 in National Assembly: We had just started, while you were speaking and the Member here my witness because we saw.
9 Oct 2013 in National Assembly: Thank you, hon. Deputy Speaker. The issue before us is very sensitive and it is true that we have many accidents in this country. I agree that the bodaboda riders who are mostly the youth in this country, the buses, taxes and truck drivers have caused a problem in this country. However, this Government and the Eleventh House are new. It is true that we have the Departmental Committee on Transport, Public Works and House which is only a few months old. When we joined Parliament, all the Committees that include the one that I am a Member of; that ...
9 Oct 2013 in National Assembly: these accidents in this country. I know we have police officers in every constituency and other areas. It is the duty of the police to take care of our country. If they do not work, then this House will change them. I want the Eleventh Parliament to think differently from the other House and we work together for the sake of this country. I agree that there is a problem of accidents in this country but this is not the way to go about it. This is a way of bringing more Committees into the system. We have many Members ...
9 Oct 2013 in National Assembly: Yes, hon. Temporary Deputy Speaker.
9 Oct 2013 in National Assembly: Hon. Temporary Deputy Speaker, is my senior hon. Member in order to say that this Government is of words and not of deeds when she knows very well that it is only a few months old? We have had the previous Government, which was in office for ten years. She was in this House but she did nothing. Is she in order to speak harshly about the Government, which is only six months old?
2 Oct 2013 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I also rise to support this noble Motion on milk. When we touch milk in this country, we are touching the hearts of many people in our country. As one of my colleagues has said, in the past milk could feed and educate children when the Government was concerned about the production and the marketing of milk. I am a Member of the Committee on Agriculture, Livestock and Co-operatives, and we are looking into this issue closely. We visited Kwale District and we were shocked to see milk going to waste. As the Government, ...
2 Oct 2013 in National Assembly: Thank you hon. Deputy Speaker. Hon. Kajuju, I stand corrected. As an hon. Member of this Departmental Committee on Agriculture, Livestock and Co-...
2 Oct 2013 in National Assembly: operatives, we sat down with our new chairman to look at how we could properly look at this milk issue. I know it hurts a farmer when he produces milk and does not have a market for it. I am looking at North Eastern and the Rift Valley regions, and even Eastern Province, where farmers produce milk but they do not have access to markets. When we come together as a nation and look at this issue of milk, the production is very good but there is no market. Where do we take milk after producing it? Hon. Deputy Speaker, ...
24 Jul 2013 in National Assembly: On a point of order, hon. Deputy Speaker.
24 Jul 2013 in National Assembly: Hon. Deputy Speaker, my point of order is on the amendment that he has brought. We know that we have a departmental committee in this Parliament dealing with the environment, and which can deal with this matter. So is he in order to amend the Motion when we have a Departmental Committee on Environment and Natural Resources?
17 Jul 2013 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I also rise to support the Motion. Having been in Nairobi for a long time, I can see a very big change in this city. I remember that at one time we used to call Nairobi â??the green city in the sunâ? but when I look at the dumpsite in Dandora, sometimes I wonder because this matter has been spoken to several times. The Government could have assisted the young people who do not have jobs to make organic fertilizers. I know that it is very easy to make organic fertilizers. We can even ...
10 Jul 2013 in National Assembly: Thank you, hon. Deputy Speaker. I also rise to support this Motion and thank hon. Ms. Kajuju whom I supported one day when there was a conflict in this House. I thank her for giving me part of her time. Hon. Deputy Speaker, we know miraa cannot only be grown in Meru. I would like to advise the committee, as led by hon. Kajuju to do a research and do soil analysis in this country. I think most parts of this country can grow miraa. I would also like to advise my friend, hon. Simba, to do some soil analysis ...
10 Jul 2013 in National Assembly: Hon. Deputy Speaker, Thika Super Highway and Nairobi City provide access to miraa market. I think it is in order for us to think much about the miraa crop. I would like to advise hon. Kajuju to advise the miraa transporters when they are driving on the Super Highway---
10 Jul 2013 in National Assembly: Hon. Deputy Speaker, Thika Super Highway and Nairobi City provide access to miraa market. I think it is in order for us to think much about the miraa crop. I would like to advise hon. Kajuju to advise the miraa transporters when they are driving on the Super Highway---
9 Jul 2013 in National Assembly: Thank you, hon. Deputy Speaker. I think we have heard about Goldenberg and so many other things that our country has been facing but being very new in this Parliament we know very well that we had a Government that was there before us and these things occurred at that time. I know very well that when these things came up, they did not paint a good picture of this country. When we are talking about Goldenberg and corruption in this country, seeing my seniors who were in this Parliament before me and they never spoke about it at that ...
4 Jul 2013 in National Assembly: Thank you, hon. Speaker, Sir. I also rise to support this Motion. I was in the House when hon. (Dr.) Laboso was moving this Motion. We gained a lot as she moved the Motion. She pointed out how we will lose about Kshs10 billion if we sign the EPAs.
4 Jul 2013 in National Assembly: This made me reflect on where I was working before and that was in the coffee industry. I have been a group manager in the coffee industry for many years. I saw Kiambu go into real estate because of the low prices that coffee fetched and as a result farmers could not make ends meet. This is because fertilizer and the chemicals we used to spray in our coffee farms were imported. We could not afford to pay the workers even when we produced coffee and took it to the Coffee Board of Kenya for sale. This is because the ...
4 Jul 2013 in National Assembly: Hon. Speaker, Sir, they wanted to come to the farms to see how clean the workers were when they were picking coffee. This made us to hold many meetings in Kiambu County trying to meet them. When the EU officials came and met us in Nairobi, they told us that if we wanted to sell them our coffee then they should give us conditions which we...
3 Jul 2013 in National Assembly: On a point of order, hon. Speaker. I rise to let you know that most of the hon. Members are around. However, because the former Prime Minister is around, that is why they are not in the Chamber. They are, however, around.
2 Jul 2013 in National Assembly: Jambo la Nidhamu, mhe. Spika.
2 Jul 2013 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I also rise to support this Motion, having come from a constituency with five rivers. Hon. Temporary Deputy Speaker, we had a big problem during the floods period. Most of the school-going children could not attend classes due to flooding. We also have an agricultural constituency in Juja, where people have coffee and flower farms. The floods also affected those people who were supposed to report to work. We had about 34 bridges which were broken down by the rains. Floods affect our country so much. We often see the people of Budalangi asking ...
2 Jul 2013 in National Assembly: Hon. Temporary Deputy Speaker, Sir, also when these floods occur especially in Murang’a area where there are a lot of landslides so many people are displaced from their homes. This leads to school going children sometimes not attending classes. So, I am also in support because during floods the people who are on the ground, mostly the Members of Parliament are visited by people. In Juja where I live, people come to my house talking about how they are displaced by the floods. I would also urge the Government during the allocation of disaster funds to Members of Parliament to ... view
2 Jul 2013 in National Assembly: Hon. Temporary Deputy Speaker, Sir, when we talk about floods, I know we can build a lot of dams and also help the Government irrigate so many acres of land. If we direct this water to dams, we can really irrigate and help the Jubilee Government fulfill its ...
2 Jul 2013 in National Assembly: Thank you, hon. Temporary Deputy Speaker, Sir. I also rise to support the Motion as amended. This is because we have a management authority that will broaden the whole thing. When we were contributing without an amendment, the Motion was not as well understood as it is now. When we put the word ‘authority’ it means there are people who have authority on the disaster management, and whom the House can question, and somebody in this House can answer all the questions about disaster management. Hon. Temporary Deputy Speaker, we spoke too much and many years passed after flooding in ...
8 May 2013 in National Assembly: Thank you, hon. Speaker, Sir. I am hon. Waititu from Juja Constituency. I had asked for that. Hon. Speaker, Sir, I support this Motion. I come from Kiambu County and I have seen what the Kiambu County is supposed to achieve but because of shortage of funds--- If we give the counties more money to run on their own, we will have helped them. As you know, a county is large. A Governor with no money will make people feel that the Government is not trying to help them at the grassroots. The Jomo Kenyatta University of Agriculture and Technology ...
2 May 2013 in National Assembly: Thank you, hon. Temporary Deputy Speaker. My name are Waititu Francis Munyua, Member of Parliament for Juja Constituency. I would like to thank you. I have always attended this august House, but today, luckily, I have caught your eye. view
2 May 2013 in National Assembly: Hon. Temporary Deputy Speaker, Sir, on this Motion, I have been working as a group manager of coffee farms around Juja and Thika; I know when you surcharge Kshs500 from an employee â??s salary it is on the higher side as correctly stated here. I was caught up in a situation where I was running five coffee farms and the prices of coffee were very low. I failed to pay my workers. I know in agriculture you employ people but when the prices and the climate change, you end up not paying their salaries, and not even submitting returns to ...
2 May 2013 in National Assembly: Hon. Temporary Deputy Speaker, Sir, I will support this Motion and say that the officers from the NHIF go round companies inspecting various accounts and seeing what you are selling, what your input is and if you do not have money, this is what happens and it affects mostly farmers. If I go to the surcharge and what hon. Muchai has just said, it is true that when you do not pay the law catches up with you; you also have to negotiate with the workers whom you have not paid due to the fact that you also have not ...
2 May 2013 in National Assembly: So, it is not through ignorance; we want to look at the farmers in the wider picture. Even in the livestock industry people are employed and if there is drought and you have 100 workers working for you, they want you to remit their NHIF dues and you have not paid their salaries that will also affect you. I think it is high time the agriculture sector was looked into, especially when the prices drop. view
2 May 2013 in National Assembly: Hon. Temporary Deputy Speaker, Sir, I support; this being my maiden speech, I would also like to inform the House that in Jomo Kenyatta University of Agriculture and Technology (JKUAT), laptops are being assembled and within a year they will be manufacturing the same for this country. So, it is good for the hon. Members of this House to visit JKUAT and see what they are doing about laptops. Juja Constituency is run by two district commissioners. I request the Government through its able hands to ensure that Juja Constituency is run by one district commissioner so that my work ...
